The app is built never to block a checkout: if the name does not match, the rate simply keeps showing as before. Always keep at least one general shipping rate available.

Every common one. Each built-in city matches in Hebrew with or without a hyphen or space, and in English transliteration: אבן יהודה, אבן-יהודה, אבןיהודה, Even Yehuda, Even-Yehuda and evenyehuda are all the same place, and כפר חבד matches כפר חב״ד. Capitalisation, extra spaces and stray punctuation are ignored, so a buyer does not have to type it the way you did.
Checkout only recalculates shipping once the address is complete, so fill in the email, phone number and full address first — street, number and postal code. Only then change the city: a supported city shows your express rate, an unsupported one hides it, and Shopify shows its own “shipping options changed” notice. If nothing seems to happen, the address is almost always still incomplete rather than the app being broken.
